As per Rule 11(2) of the Uttar Pradesh Secretariat Instructions 1982, the agenda should be received by the ministers two days before the cabinet meeting. According to the sources, 48 hours before the Uttarakhand cabinet meeting, the CM issued instructions to the minister on the plan, complaint, now instructions will be issued by the Council of Ministers section to send cabinet notes to the administrative secretaries of all departments on time.
